Such a sweater will fit many 1/12 size dolls. Would need: Stretch jersey fabric, needle and thread, scissors and iron-on sticker.
Pattern.
First, you need to circle the details of the pattern with a special marker for the fabric. This marker is easily washed off with water.
Sew the cuffs to the neckline and sleeves, stretching them slightly.
I use a miniature thermal sticker for decoration. Through a paper napkin, you need to press it to the fabric for 20-30 seconds.
It remains to sew the shoulders, sew on the sleeves and sew the sides of the sweater.
